Cruise missiles alone cannot secure credibility

o 이번 시리아 사태는 미국의 국제 질서 유지와 관련 신뢰성을 약화시킬수 있다는 의문이 제기되고 있음.

•  시리아가 red line을 넘었으면에도 불구하고 미국이 무력사용을 주저하고 있다는 것임(reluctant to deploy military force when a US red line has been crossed, 오바마는 작년에 시리아 정부가 화학무기를 사용하는 것은 미국의 red line을 넘는 것이라고 선언함.
• 이에 따라 이란, 중국 등 미국의 라이벌들이 미국의 의지를 시험할 유혹에 빠질수 있다는 것임.(America's rivals will soon be tempted to test US resolve)

o 미국의 국제적 신뢰성은 아래 4가지 요인에 의해 좌우됨

• 안보공약을 지키기 위한 미국의 의지력(the willingness to honour security commitments)
• 외교정책에서 치명적 실수를 피하는 것(not making terrible mistakes)
• 강력한 경제력 유지(the preservation of a strong economy)
• 매혹적인 미국 사회 유지(an attractive society)

o 지난 50년간 미국의 국제 지도력에 큰 타격을 준 것은 이라크와 베트남 전에 대한 미국의 개입이었음.

• 반면 미국의 대외정책 승리는 구소련의 붕괴임
• 그간 레이건 전 대통령(공화당)은 강한 미국 대통령의 이미지를 준 반면 카터 전 대통령(민주당)은 약한 이미지를 줌
• 레이건은 또한 당시 미국 경제를 부흥시켰음.

o 현재 오마바 대통령은 미국의 재건설이 필요하다고 강조(America needs to concentrate on 'nation-building at home')하고 있는데, 그간 역사를 보면 제국의 흥망성쇄는 경제 상황에 의해 좌우되었음.

• 과거 대영제국, 프랑스, 구소련의 쇠락은 경제가 어려워져 더 이상 국제적 책임을 수행할수 없게됨에 따라 야기된 것임.(the decline of Britain, France, and the Soviet Union was caused by the fact that their economies were too weak to sustain their international commitment)
• 구소련은 과거 아프간 전쟁, 영국은 2차 세계 대전, 프랑스는 알제리와 인도차이나 전쟁에서 각각 너무 많은 전쟁비용을 사용하였음.

o 이같은 역사적 사실을 볼때 현재 중국이 경제 대국으로 부상하는 상황에서 미국이 시리아와 같은 어려운 전쟁에 개입하여 미국 국력을 소모하기가 쉽지 않은 상황임.(With China soon to surpass the US as the largest economy, America can not assume that it is able to afford to make costly military mistakes long into the future)


o 한편, 러시아가 최근 시리아 사태를 중재하는 등 개입하는 이유는 아래와 같음.

•  러시아는 오바마 대통령이 중동에서 무력을 사용(시리아 공격)하는 것에 대해 매우 당황하였음.(Moscow moved fast because it was genuinely alarmed by the prospect of US military action in the Middle East)
• * 러시아는 시리아에 해군기지 운영중
• 이 것은 오바마의 무력 사용 위협이 효과적이었음을 말해줌(Mr Obama's threat of military action was effective)

o 결론적으로 미국은 여전히 군사강대국이며, 이번 시리아 사태에서 오바마 대통령의 신중함은 오히려 미국의 국제적 신뢰성을 더 높여 줄 것으로 보임.(America remains the pre-eminent military power in the world-with a long history of armed intervention. The fact that Mr Obama is determined to use greater caution and deliberation before taking military action need not detract from American credibility. It may help to preserver it)
